config.php: set explicit timezone so log timestamps match local time 9cf0a9259e

- PHP defaulted to UTC, causing log entries (dispatcher, manual runs,
  login failures) to lag behind the actual local time by 2 hours
- explicitly set date_default_timezone_set('Europe/Berlin')
